Water control and constraints in irrigated agriculture: The case of a traditional system in Pakistan.

Abstract:
The paper examines the irrigation system in Pakistan in terms of some major institutional constraints that limit the individual farmer`s degree of water control. The author after a brief summary of the study`s methodology gives a description of the physical and institutional setting, the importance of water control to individual farmers; an analysis of the farmer`s response to the institutional constraints inhibiting improved water control. The author concludes with a listing of future research needs in the country.
