Abstract:
Housing is a basic necessity and fundamental human need, but many are caught in the struggle to have a roof over their head in Pakistan. Despite the substantial constraints often posed by public policy, the private production system continues to supply the majority of housing to the public. This paper aims to contribute to the professional debate by conducting area specific evaluation of housing schemes under the controlled area of Rawalpindi Development Authority (RDA). The evaluation framework is used to evaluate performance of private housing schemes. The evaluation is based on interview with stakeholders, on site visits, and approved layout plans of housing schemes. The evaluation of private housing scheme revealed that there are about 34 approved housing schemes in the jurisdiction of RDA. These approved housing schemes covers an area of 43,833 Kanals. There are about 30,384 residential plots, 19 residential apartments and 126 agro-farms. It is huge housing stock. Total area proposed for commercial activity is 215 acres in the all approved housing schemes. Besides, there are about 28 illegal housing schemes, in the controlled area of RDA, out of these schemes, 20 housing schemes having area beyond 100 Kanals. The paper identifies the opportunity for taking advantage of private sector in providing adequate housing facilities to the public.
