Utilities set up conversion from vertical integrated to horizontal under monitoring by regulatory body.

Abstract:
It is the intention of Government to modernize and improve the provision of electricity services to the citizens of Pakistan. Towards this end Government has embarked on a program to remove from consumers the burden of a corrupt, inefficient and bureaucratic state-owned different utility. Vertical integration means that the authority for most of the decision is concentrated at the top of the managerial hierarchy. Horizontal integration is the opposite of it and requires such authority to be dispersed by delegation at all levels of management. Horizontal integration involves creating smaller, self-contained organization units that are meant to increase the motivation and performance of unit members and to focus their attention on high-priority activities. Horizontal organization also encourages each unit to adapt its structure and technology to its particular tasks and to its environments.
