The significance of patents and designs in national development.

Abstract:
Patent literature is a potential source of technological and innovative information. Primarily, an effective information transfer service should be designed to cater to the information needs of current research, development and operative industrial experience. In developing countries, a system suited to the type, capacities, and location of their information producers and consumers be developed. Such internal systems must closely be connected with the information network` of the highly developed countries as well as with the systems in other developing countries. Admittedly, technology transfer service and information transfer service are concomitant and are essential for the industrialization efforts of a developing country. Establishment of PASTIC (Pakistan Scientific and Technological Information Centre) is a step forward in the overall development of the country. It would have five functional groups namely National Science Reference Library, Compilation of R&D statistics, Translation of Scientific documents & excerpts, Science promotional service, regional Centres, and national network. Moreover, establishment of the proposed Bureau of Design & Development and the National Standards & Physical Laboratory would have a salutary impact on the scientific, technological and economic development of the country.
